Integrated Water Resources Planning: A Framework for Exploring EPA’s New Integrated Permitting Approach

The city of Franklin, TN, depends on the Harpeth River as its water supply, the receiving water for its wastewater treatment plant, and the primary drainage conveyance for a majority of its impervious area. The city saw the need to develop an integrated plan to protect the river; this presentation focuses mainly on the stormwater management alternatives considered, including green infrastructure and LID, BMP retrofits, rainwater harvesting, and stream restoration. Costs and benefits of the stormwater management alternatives are compared to those of the more traditional water/wastewater solutions the city originally considered.
