Buffalo Sewer Authority Pilot Rain Barrel Program: The Good, the Bad, and the Indifferent

In 2010, the Buffalo Sewer Authority began a pilot study by providing and installing rain barrels free of charge to residential owners if they would participate in a pilot program. In return, the homeowner was requested to complete a rain barrel management log documenting dates and times the rain barrels were dewatered. Flow-monitoring equipment was also installed within the study area and within a similarly sized control area. This presentation summarizes observed impact of the rain barrel program on the collection system in terms of wet-weather flow reduction, and offers advice for utilities thinking about programs involving private landowners and volunteer efforts.
